China Customs to Take Measures to Promote China-ASEAN Customs Cooperation
China Customs, while following the strategy of “emphasizing on one foundation and two priorities”, will strive to promote the pragmatic cooperation between China and ASEAN countries.
Foundation: Memorandum of Understanding
Memorandum of Understanding on China-ASEAN Customs Cooperation constitutes the legal basis and the foundation for the mutual cooperation. The early signing of it will be beneficial to the further pragmatic collaboration, trade facilitation and the sustained, healthy and stable development of the economic and trade relationship between the two sides. China Customs will work closely with the Customs Affairs Coordination Committee of ASEAN and strive to reach consensus with our counterparts at an early date.
Priority 1: Cooperation in Trade Facilitation
As China and ASEAN are important trading partners to each other, China Customs will strive to promote the cooperation in the fields of mutual recognition of customs control, mutual assistance on enforcement and information exchange under the Framework of China-ASEAN FTA. What’s more, efforts will also be made to accelerate the pilot cooperation in the projects of “single window’, “mutual recognition of AEO (Authorized Economic Operator)” and “network-based inspection of place of origin”. By all these measures, China Customs, while inspects the goods closely, wants to provide more efficient services to the enterprises of both sides and support them in their getting access to the other side’s market.
Priority 2: Cooperation in Capacity Building
China Customs will come up with a 3-5 year action plan on capacity building, trying to make the cooperation more effective. We will increase financial inputs while improving cost-effectiveness, hoping to give greater support to various customs administrations of ASEAN. We will continue to hold the training courses and symposiums which are with special features and highly needed.
