China Customs Seized 20,155 Consignments of Counterfeit Goods in 2010 |

According to the statistics, China Customs seized 20,155 consignments of counterfeit goods valued at RMB 249 million in 2010.
On day at the end of 2010, 14,440 brake pads were declared by a company to Customs to be exported under the mode of normal trade. However, the goods were labeled as “put under surveillance” as showed in the electronic documents examination system. The goods were founded later by the customs officers as infringing upon the trademark rights of “TOYOTA” when undergoing manual inspection. “This is a successful case of pre-recognition of risk,” said Tian Xungang, the customs officer who had detected the case, “Customs risk management platform is playing a really important role”. The mentioned Customs risk management platform is the think tank of Customs IPR enforcement. This system works on the principle that Customs officers put in risk-recognition commands in advance based on their expertise and their analysis of the risk factors (e.g. the declaration name of the “risky” products, the manufacturers, the exporters, the shipping lines). When used to check documents, the system will automatically show the commands and lock the sensitive products.
In Yiwu city, Zhejiang, Customs officers have got a “new weapon” to fight against infringement. With the help of this high-tech devices, Panliang, one of the officers in Yiwu Customs House, can judge thousands of shoes (baring the logo of “Paul Smith” and were declared to Customs with the product name being “fiber backpacks”) as infringing items in seconds. The new weapon Panliang used is a portable handheld device designed especially to detect infringing activities. When exercising customs control, officers can get the related record information through this wireless network connected gadget and make the judgment in no time.
As for the newly emerging infringement issues happened in postal services, Hangzhou Customs District has developed a “pre-declaration system for export express mails” based on case study and the collection of the information of the goods that carry high risk of infringement. The system is used to enhance the control over the goods sent through the postal delivery system.
Cooperation with relevant parties is another effective tool that Customs administrations have employed to tackle infringement. For example, Shanghai Customs District had signed memoranda with the large express mail/parcel delivery companies to strengthen IPR protection of the goods sent through air freight, trying to use the support of the companies in risk management. In daily work, these companies will act on the clues given by customs administrations and increase scrutiny before the mails are collected. Companies will also do more effective mail checking and send the suspicious ones to a prescribed Customs control area for integral inspection.
