Clearance Integration Reform Kicks off in Yangtze River Economic Belt and Guangdong Province

Customs Administrations in Guangdong province and in the Yangtze River Economic Belt started to execute the reform program on clearance integration on September 22. On the same day, Shijiazhuang Customs District joined in the reform efforts on Beijing-Tianjin-Hebei clearance integration and became a member of the clearance integration family. The preparation works are over now with the connecting of all the systems for clearance integration finished.


Shanghai Customs District, Nanjing Customs District, Hangzhou Customs District, Ningbo Customs District and Hefei Customs District in Shanghai Municipality, Jiangsu Province, Zhejiang Province and An’hui Province are among the first to trail the integrated clearance model in the Yangtze River Economic Belt. An emergency coordination center opened on September 19 to support the reform program on Yangtze River Economic Belt clearance integration. “Some veteran officers from Shanghai, Nanjing, Hangzhou, Ningbo, and Hefei Customs are now working in different operation groups on shifts in the emergency center. They are doing whatever they can to ensure that the clearance integration reform would be carried out smoothly”, said Wangjie, Deputy Director General of Shanghai Customs District. This center will keep providing services for the month ahead (from September 18 to October 17), trying to deal with all the possible contingencies that might arise in the trial process.


The 12 Customs districts located in the Yangtze River Economic Belt(an economic hinterland that covers 9 provinces and 2 municipalities directly under the Central Government), are in the position to process half of the declarations out of the nation total and exercise control over import and export goods that take up 41% of the nation total. Since June, the 5 Customs districts in Yangtze River Delta had finished such preparation assignments as plan drawing up, systems testing, contingency plan making, operation standards setting, internal training and policy talks for business. From September 9 to 15, these 5 Customs districts co-tested in a simulated environment the risk parameters, documents examination and clearance procedures and got positive results. Later, from 16:00 on September 20 to 14:00 on September 21, a co-test was run in an authentic environment by the Customs districts.


The emergency coordination center for clearance integration in Guangdong Province was put into use on September 17. The center, which was established mainly for the contingencies handling, will take care of the cross-Customs issues that require the coordination of different agencies. The 7 Customs districts in Guangdong Province have established contingency handling groups to solve the pressing problems brought by the reform and to answer the questions raised by the enterprises.


Shijiazhuang Customs District, Beijing Customs District and Tianjin Customs District co-tested the operation system for Beijing-Tianjin-Hebei clearance integration on September 19. Starting from September 22, this new operation system will be used by the Customs administrations in Beijing, Tianjin and Hebei province, allowing the enterprises to choose the Customs to which they shall declare and clear goods cross-Customs.
