What Are the Provisions Governing the Express Service Operation by the Express Operator?

1. The operator shall not undertake the transportation of goods and articles that are prohibited from entry and exit by laws and administrative regulations of the People’s Republic of China. In the case of violations thereof, the operator shall immediately advise the Customs of the violations and assist the Customs in the handling, instead of unauthorized treatment by itself.

2. The operator shall not undertake the transportation of private letters without approval of the postal sector of the People’s Republic of China.
3. The operator shall not lease, lend or transfer in any manner its declaration right for the inbound and outbound express items, or not act as an agency for the declaration of the goods and articles that are not undertaken or transported by itself.
4. Without the approval of the Customs, the inbound and outbound express items with outstanding customs formalities shall not be moved out of the places under the Customs supervision, or not be loaded, unloaded, unpacked, repackaged, remarked, extracted, dispatched or delivered, etc.
Any operator in breach of the aforementioned provisions shall be punished by the Customs in accordance with the Customs Law of the People's Republic of China, the  Regulations of the General Administration of Customs of the People's Republic of China on Implementing Administrative Penalties and other relevant laws and administrative regulations and shall be held criminally liable if a crime is constituted.
