Hangzhou Customs Releases 50,000 Forms of Integrated Declaration in Half Month

On August 19, a crab breeding company declared to Hangzhou Customs for exporting 128 kilograms of hairy crabs to Hong Kong SAR. Through integrated customs-quarantine declaration, it was within half an hour that this consignment was cleared and put into a flight for Hong Kong. 

 

Since August 1, in accordance with the GACC’s uniform arrangement, Hangzhou Customs has been integrating original Customs Declaration form and Quarantine Declaration form into one new form of Customs Declaration, with two declaration systems integrated into one as well. Thus, a customs declarer needs only to fill in one form of Customs Declaration, submit one set of accompanying certificates/documents, and use one set of parameter codes, finishing its clearance through single declaration.  

 

In the case of the new Customs-Declaration form, original 229 declaration items are reduced to 105 items; 8 common parameter codes are unified as country (region) code, port code, currency code, transport mode code, regulatory mode code, measure unit code, package type code, and container specification code; original 74 items of accompanying documents are integrated into 10 items, and original 102 items of regulatory certificates are integrated into 64 items. Moreover, original vertical layout is changed into horizontal layout, thus similar to internationally recommended pattern; all paper certificates/documents will be printed in the general mode, without the use of set printing, and blank forms will not be printed anymore.

 

Over the past half month, the integrated declaration form has been favored by customs declarers, as repetitive printing was avoided, document management got easier and labor efficiency improved further.  

 

Now, every day, Hangzhou Customs real-timely supervises the processing of such integrated declaration, examining and revising any faulty certificates/documents, and helps the declarers master its new declaration system ASAP. Till August 15, this Customs District has released 50,000 forms of integrated declaration, involving 38 billion Yuan worth of goods.
