Xining Customs Facilitates Carpets Exhibit Clearance

The 2019 China (Qinghai) International Carpets Exhibition (also known as Tibetan Carpets Exhibition) was held in Xining City, Qinghai Province from August 7 to 11. The 2019 Exhibition attracted foreign exhibitors from India, Iran, Pakistan, Nepal, Afghanistan and Italy. In order to make the Exhibition a famous brand on the Silk Road Economic Belt, Xining Customs District took great efforts to facilitate the clearance for the exhibits.

 

Before the exhibition, the Customs offered businesses with policy interpretations regarding e-payment, duty guarantee insurance, integrated customs-quarantine declaration, etc., and helped them solve the exhibits-related problems with classification, duty rate and country of origin.

 

In arranging the exhibition, the Customs conducted exhibitor registration and temporary entry-exit approval formalities in an expedite way. During the course of clearance, the “one-stop” service counter was set up to apply the “nationwide clearance integration” mode handling declaration, quarantine and release formalities in a one-off way, so as to put the foreign carpets into exhibition as scheduled. And customs officers were stationed at the exhibition site to give help.   

 

Reportedly, a new type of duty guarantee insurance was applied to all the inbound exhibits, thus enhancing clearance efficiency and reducing port demurrage. According to relevant declaration forms, the imported exhibits totaled 215,000 US dollars, with guarantee amount 291,000 yuan. By statistics, during 2016-2018, Xining Customs provided such exhibits with tax relief totaling 1.19 million yuan and gave administrative relief to 1.44 million dollars worth of such exhibits.  

 

From 2016 till the first half 2019, carpet exports from Qinghai totaled 640 million yuan in value. The carpet industry has become the province’s specialty and Tibetan Carpet Exhibition has been a signature event for publicity.
