Shijiazhuang Customs Conducts KPCS Diamond Clearance

Customs officers debug diamond inspection equipment.

 

Recently, Shijiazhuang Customs District has been permitted by the GACC to conduct diamond clearance under Kimberley Process Certification Scheme (KPCS), with Zhengding Customs House as the designated regulator of import/export rough diamonds. That signals the implementation of favorable policies for Hebei Pilot Free Trade Zone and the status of Zhengding County as a port of diamond clearance.  

 

Under the framework of the United Nations, the KPCS is designed to regulate import and export trade of rough diamonds by requiring the importing country to clear rough diamonds only on the strength of compliant Kimberly Process Certificate that’s issued by the exporting country. 

 

China began to implement the KPCS from January 1, 2013, requiring rough-diamond importer, exporter, agent and carrier to submit relevant certificates for registration with designated customs houses.

 

Shijiazhuang Customs’ access to KPCS practice can streamline jewelry industrial chain in North China, covering from diamond import, processing, certification and logistics to jewelry exhibition, so as to promote local economic development.
