Manzhouli Customs Helps Petroleum Import from Mongolia

According to Manzhouli Customs statistics, from January to November 2019, Inner Mongolia Autonomous Region imported from Mongolia totally 817,000 tons of petroleum, up 5.2% year-on-year, valued at 2.24 billion yuan; therein, 476,000 tons were imported via the Ebuduge port of Manzhouli Customs District, accounting for 61.8% of the total quantity. 

 

Neighboring Inner Mongolia Region, Mongolia is rich in underground resources, with petroleum reserves estimated to be 8 billion barrels or 1.5 billion tons. In recent years, China and Mongolia are deepening their cooperation in the field of energy economy under both Chinese “Belt and Road” Initiative and Mongolian “Grassland Road” Plan.

 

In order to facilitate the import of bulk resource goods, Manzhouli Customs adopts a compliance assessment model called “business compliance guarantee + periodic sampling test + daily compliance check”. At the local ports, the sampling test is not imposed on every batch of import resources so as to reduce the clearance length of time. On that basis, the Customs District has changed the bulk weight survey mode from survey batch-by-batch into survey by business request, as required by the GACC, thus benefiting the import businesses and ports with efficient clearance.
