Recently, a company declared to Ningbo Customs for importing plastic particles by using the “Single Window” platform. After electronic verification of declaration and processing of duty payment, the company's goods got immediately inspected and released, marking Ningbo Customs District’s first declaration with duties paid through a new generation of online payment system.
From this July, China Customs has been nationwide applying its new-generation online payment system for duties and fees. Based on systematic networking among Customs, state treasury and commercial banks, this new online-payment system has achieved paperless, automatic and intelligent payment. By using the “Single Window” or “Internet + Customs” platform, enterprises can pay duties and fees through the new online payment system, without logging onto any third-party platform, thus enjoying customs-clearance formalities in the one-stop manner.
Currently, the new-generation online payment system can be used to pay import/export duties, anti-dumping duties, anti-subsidy duties, import VAT and excise, the fund for disposing waste electric/electronic products, deferred duty interests and fine for overdue payment, etc. The system can also be used to sign trilateral e-agreements among enterprises, Customs and banks; additionally, the new system has integrated previous two instructions of duty withholding and actual deduction into one instruction of duty deduction, thus the operational procedure gets optimized, with higher efficiency in payment.
