Zhanjiang Customs Begins “Inspection-Quarantine Integration” over Waterway Transport Facilities

 Customs officers conduct inspection and quarantine at the same time aboard the ship.


 

Zhanjiang Customs District overall launched the “inspection-quarantine integration” mode over waterway transport facilities on December 20, 2018 when subordinate Xiashan Customs House, by using relevant information system, randomly assigned officers to inspect aboard a Marshall Islands’ ship that was unloading at the port of Xiashan.  

 

In the “inspection-quarantine integration” mode, enterprises need to provide only one set of documents, with the required data items reduced from 295 to 152; Customs officers conduct both inspection and quarantine at the same time when they get aboard an inbound or outbound ship, thus reducing the clearance formalities and time.

 

To ensure the smooth process, Zhanjiang Customs provided relevant policy interpretation, operational training and onsite face-to-face guidance for more than 40 shipping agents and wharf operators, timely solving their problems in customs clearance.  

 

In the next stage, Zhanjiang Customs will also use risk analysis system based on big data to make automatic paperless examination over inbound and outbound ships, thereby further speeding up the clearance process, with more reform benefits to be provided for local foreign-trade development.
