On October 16, Mr. Yu Guangzhou, Minister of General Administration of Customs of China, attended the Meeting of the Heads of BRICS Customs Administrations in Goa, India.
In the Meeting, the remarkable progress which the BRICS Customs had achieved was reviewed, and views were exchanged on such topics as the work plan for 2017 proposed by China as the host of 2017 BRICS Customs cooperation, the roadmap for the finalization of the Agreement among the Government of the Federative Republic of Brazil, the Government of the Russian Federation, the Government of the Republic of India, the Government of the People’s Republic of China and Government of the Republic of South Africa on Cooperation and Mutual Administrative Assistance in Customs Matters, and some other cooperative priorities.
Minister Yu gave five proposals for upgrading the BRICS Customs cooperation. Firstly, set “Mutual Sharing of Information, Mutual Recognition of Control, and Mutual Assistance of Enforcement” as the three pillars for BRICS Customs cooperation. Secondly, further communicate and coordinate positions on significant multilateral policy issues to increase the influence of BRICS Customs cooperation. Thirdly, carry out cooperation on customs clearance facilitation. Fourthly, enhance enforcement cooperation. Fifthly, promote cooperation on capacity building. All parties completely agreed with and spoke highly of the proposals.
On the same day, Minister Yu had a meeting with the Chairman of Central Board of Excise and Customs of India. Both fully recognized the customs cooperation between China and India, exchanged views and reached consensus on a number of issues of mutual concern, such as the docking of strategies of the two nations, AEO mutual recognition, capacity building, customs clearance facilitation, law enforcement cooperation and customs cooperation in multilateral frameworks.
On the same day, Minister Yu also had a meeting with the Head of Federal Customs Service of Russian Federation. Both reviewed the bilateral customs cooperation, exchanged views and reached consensus on such matters of mutual concern as the docking of strategies of the two nations, promotion of trade security and facilitation, further development of cooperation programs between the two Customs administrations, and enhanced harmonization and coordination in multilateral and regional cooperation frameworks.
