Such circumstance is attributable to: 1) the declarer submitted the electronic declaration-form data earlier than the Customs updated current exchange rates and time limit for payment, so the taxes and fees cannot be levied normally and the computer will automatically return the form; and 2) the currency declared is not in the currency form prescribed by the state.
