On May 23, Minister Yu Guangzhou of the GACC, met with Mr. Leung Chun Ying, Chief Executive of the Hong Kong Special Administrative Region at the Protocol Hall of the Hong Kong SAR. Both sides looked back the performance of the Customs administrations in the implementation of policies of both the Central and the SAR governments, the cooperation on Customs clearance facilitation and law enforcement.

Minister Yu expressed his gratitude to Mr. Leung Chun Ying for his attention and support to the Custom cooperation between the two sides in the past years. With a focus on national development strategy, consolidation and upgrading Hong Kong central position as financial, trade and navigation hubs, Mr. Yu Guangzhou proposed in the following 4 points to strengthen substantial cooperation centering on 3M (mutual recognition of control, mutual assistance of enforcement, and mutual exchange of information). Firstly, the two sides should promote cooperation in line with the Belt and Road Strategy to realize connectivity between Customs of both sides and to push forward the customs clearance facilitation globally. Secondly, both sides should strengthen cooperative arrangement of Custom control with effort to innovate new regulatory modes and facilitate transit goods, promote mutual recognition of AEO, support sizable infrastructure projects and further openness of ports. Thirdly, the two Customs should strengthen law enforcement and information exchange in dealing with fraudulent cases, and join hands in fighting against smuggling. Fourthly, both sides should deepen exchange and collation of information in areas of trade statistics, customs clearance data so as to achieve mutual sharing of resources.

Mr. Leung Chun Ying welcomed Minister Yu for his visit to Hong Kong, highly spoke of the active role played by the two Customs in promoting the economic and trade development of Hong Kong, and expressed his gratitude to the GACC for its great support to Hong Kong Customs.
