On December 5, Vice Minister Sun Yibiao met with Mr. Allan Bossen, Assistant Secretary of U.S. Department of Homeland Security and Mr. Thomas Winkowski, Acting Commissioner of U.S. Immigration and Customs Enforcement in Beijing.
The two sides positively evaluated the development of China-U.S. political and economic relations and the cooperation between the two Customs, and reached four consensuses on further cooperation to promote the security and facilitation of supply chains. Firstly, to deepen the ministerial level cooperation mechanism between the General Administration of Customs of China (GACC) and U.S. Department of Homeland Security (DHS) by strengthening communication and exchanges. Secondly, to enhance the two multi-level cooperation, one with between GACC and U.S. DHS and the other between GACC and U.S. Customs and Border Protection (CBP), and Immigration and Customs Enforcement (ICE). Thirdly, to continually improve the Container Security Initiative (CSI) cooperation. Fourthly, to promote the joint verification under the Customs and Business Partnership Against Terrorism Plan Customs-Trade Partnership Against Terrorism (C-TPAT), and by accelerating the negotiations of Authorized Economic Operator (AEO) mutual recognition so that enterprises from both countries would enjoy the customs clearance facilitation from the other side. Fifthly, to reinforce the law-enforcement cooperation by carrying out well focused joint actions on intellectual property rights protection and anti-smuggling actions in a focused manner.
Vice Minister Sun suggested to further continue the training cooperation and promote the establishment of cooperative relationship between Shanghai Customs of China and Long Beach Customs of U.S.
