Nationwide Integrated Clearance Reform Makes Sound Progress, Facilitation Measures Invigorate Foreign Trade Recovery

Pressing ahead with building the Single Window and realizing nationwide integrated clearance is one of the tasks set out in this years Report on the Work of the Government. In recent years, following the instructions and requirements of the Party Central Committee and the State Council, the General Administration of Customs has taken the lead and worked with other competent government authorities and local governments to fully implement the supply-side structural reform and the reforms to streamline administration, delegate power,  and improve regulation and services. Sound progress has been made in promoting nationwide integrated clearance by endeavors to realize cross-region, multi-tier and inter-agency collaboration for clearance, with each port authoritys own integration reform as the foundation, the Single Window as the platform and the 3M principle (Mutual exchange of information, Mutual recognition of control, Mutual assistance of enforcement) as the institutional guarantee.

 

Firstly, integration reforms by each of the port authorities have taken shape. The Ministry of Public Security has basically achieved the integration of immigration inspection service through nationwide adoption of the entry and exit immigration inspection information system, which helps to unify rules on law enforcement and duty-performing. The Ministry of Transport has put in place a unified ship safety supervision and management system and has fully achieved the integration of ship clearance. The Administration of Quality Supervision, Inspection and Quarantine has realized inspection and quarantine clearance by allowing businesses to choose where to have their goods declared, examined and released. Exported goods can be examined at the place of production and imported goods can be released at ports and later examined at the destination. The General Administration of Customs is building the targeting center and tax administration center. Enterprises are able to complete all Customs clearance formalities at any Customs office. While security risks are fenced off at ports, over 95% of price review and classification operations take place after cargo release. The nationwide integrated clearance reform has taken a new step forward.

 

Secondly, Single Window further facilitates trade. 17 provinces and cities have put in place the Single Window. Enterprises are now able to provide information required by all port authorities with a single submission through the Single Window. The information is then distributed by the system backstage to related authorities, which deal with the information simultaneously and give feedback through the system. Such a practice makes it unnecessary to input the same information once and again to different authorities and saves businesses the trouble of running back and forth among the authorities. To achieve a unified standard for major functions, a standardized version of the Single Window is being developed, which consists of 9 functions including declaration of cargo and means of transportation and payment of taxes and fees. By the end of this year, the new version will run at all ports across the country.

 

Thirdly, port coordination based on the 3M principle has proved effective. We are strengthening international coordination on Customs control and clearance to serve the Belt and Road Initiative. By collaborating with Customs administrations along the routes, we aim to bring about unimpeded trade in every corner of the world through increased connectivity. Relative government authorities have deepened and broadened information sharing by building a credibility information platform, promoting e-verification and signing MOUs. We are steadily promoting one-stop service, joint inspection by Customs and Quarantine, and joint inspection on board of ships for international voyages.

 

Fourthly, business environment for foreign trade continues to improve. The credit rating system is constantly being improved. Relevant authorities give joint incentives to and implement punitive measures against import and export enterprises. The random inspection and public release oversight model is implemented to allow no safe havens for incompliant businesses to hide. It is now easier to complete tax rebate procedures thanks to online transmission of export rebate data and abolishment of paper certificates. About 500 million yuan of hoisting, relocation and storage fees has been waived for enterprises that pass all inspections, benefiting 160,000 enterprises. We have developed and implemented specific measures to cut time needed for release of goods by one-third.

 

Next, we will work closely with relevant authorities and give priorities to the following works. Firstly, we will connect information silos, progressively advance the building of Single Window to cover all ports of the country by the end of this year. A platform for sharing declaration data, logistics control information and enterprises credit standing will be established so that certificates and documents that can be acquired from other port authorities through the e-verification platform will no longer be required from enterprises, thus achieving paperless processing of declaration, inspection and taxes and fees payment to the maximum extent. Secondly, we will deepen collaboration with other agencies for uniform and joint enforcement. We will carry out joint control on the basis of information sharing, advance multi-agency joint inspection model, enable Customs and Quarantine to process declarations simultaneously instead of one after another, and explore a new port administration model featuring flat management and integrated procedures. We will also strengthen inter-agency and cross-region collaboration so that declarations can be made to Customs and Quarantine in either their port offices or local offices. Meanwhile, the risk prevention mechanism will be enhanced to ensure not only fast clearance, but also effective control. Thirdly, we will ease the burden for enterprises and improve trade environment by improving efficiency while reducing cost. We will use more new-tech equipment to increase the proportion of non-intrusive and non-interruptive inspection. Besides, we will introduce an administrative fee catalogue, continue to abolish unjustifiable fees, waive the charges for hoisting, relocation and storage for enterprises which pass all inspections and reduce the compliance cost of inbound and outbound containers.

 

In order to develop a new Customs control and administration scheme, in June 2016, we launched a pilot project of nationwide integrated clearance reform. The core of the reform is the establishment of two Centers, namely, Customs Targeting Center and Customs Revenue Administration Center, and the development of three mechanisms, namely, multi-step processing of a single declaration, adoption of a new Customs revenue collection model and creation of greater Customs regions of different functions. Since the kick-off of the pilot project, much experience has been gained, the pilot scale has been gradually expanded, the efficiency of clearance has been improved, the clearance time has been compressed and the clearance cost has been reduced. According to the timetable for the reform, the nationwide clearance integration is expected to be achieved in 2017. In the first half of this year, the two Centers will be put into use and all transport modes as well as all chapters of the tariff schedule will be covered. We will steadily advance the clearance model of multi-step processing of a single declaration, deepen the Customs revenue administration reform, promote synergetic control among Customs regions across the country and let enterprises feel the connectivity among all branches of China Customs.
