I. Alteration of the Permit for Customs Broker Registration

1. Contents of the Permit for Customs Broker Registration to Alter 
In case of any change to any of the following details recorded in the registration permit for a customs broker or any of its cross-customs-districts branches, the customs broker shall file an written application for the alteration of its registration permit to the Customs in the place where it is registered, with the original copies and photocopies of the application materials held, such as the Customs Declaration Registration Certificate of the People’s Republic of China for Customs Broker and the written resolution of the customs broker to modify its permit:
a. the name of the customs broker or of its branch;
b. the registered capital of the customs broker; or
c. its legal representative (person in charge).

2. Time limit for handling of application
Following the acceptance of an application by the Customs in the place where the applicant is located, it shall thoroughly inspect the application materials on the basis of the applicable statutory conditions and procedures and complete the inspection within 20 days as of the date on which the application for alterations of registration permit is accepted, and shall subsequently submit its inspection comments and all the application materials to the directly competent customs.
The above-mentioned customs shall make a decision on the application within 20 days as of the date on which it has received the inspection comments submitted by the local Customs.

II. Extension of the Permit for Customs Broker Registration

1. Application materials
When going through the formalities to extend its registration permit, a customs broker shall file an application and submit the following materials to the Customs 40 days before the expiry of its permit:        
1). an application form for the extension of its registration permit;
2). a photocopy of its business license for enterprise legal person;
3). an analysis on its customs declaration activities, any errors incurred in the declarations and the relevant causes thereof;
4). Data Registration Form for Customs Agent; and
5). other materials required by the Customs.
A customs broker that has obtained the registration permit for its cross-customs-districts branch shall, when applying for an extension of the registration permit of the branch to the Customs in the place where its branch is located, also submit:
a. the photocopy of the duplicate of the branch's business license; and
b. with respect to the customs broker, a copy of the Customs Declaration Registration Certificate of the People’s Republic of China for Customs Broker.

2. Time limit for handling of application
Following the acceptance of an application by the Customs in the place where the applicant is located, it shall thoroughly inspect the application materials on the basis of the applicable statutory conditions and procedures and complete the inspection within 20 days as of the date on which the application for extensions of registration permit is accepted, and shall subsequently submit its inspection comments and all the application materials to the directly competent customs.
The abovementioned customs shall make a decision on the application within 20 days as of the date on which it has received the inspection comments submitted by the local Customs.

3. Where a customs broker fails to apply in accordance with the relevant provisions, the Customs will no longer approve its further customs declaration activities.
