On June 20, at Xiaoshan International Airport of Hangzhou City, under very hot weather, Hangzhou Customs officers conducted bonded aviation-oil controlling formalities for an airplane of Qatar Airways, making the plane take off for Dohawithin half an hour with 53-ton aviation oil added under bond . By statistics, since this year, Hangzhou Customs has provided controlling service for bonded aviation oil for 36 airlines with international routes and saved them fuel costs of more than CNY19 Million in total.
The offering of bonded aviation oil is China's special policy for opening up to outside world. This policy, according to international current practice, offers tax-free oil products to the airplanes of external airlines on international routes and can thus reduce their fuel costs by 20%. Since the policy was implemented at Hangzhou airport, Hangzhou Customs has been innovating in the mode of controlling bonded oil offering, with many customized conveniences for customs clearance including “7×24hr” clearance service, international flight registration, fueling process monitoring, and declaration centralization, so as to ensure both tight control and speedy clearance.
Therein, the centralization of declarations, one of the conveniences most popular with enterprises, allows one airline company to make one centralized declaration each month instead of “one declaration for each fueling”, thus saving both clearance time and cost, told by a manager from Hangzhou Branch of China Air Express Company.
“Our Hangzhou-Amsterdam air-route is 9,900 kilometers long and each fueling requires about 81 tons of aviation oil, so our single trip can get fuel cost reduction by 56,000 yuan,” said Yang Lixun, Manager of Hangzhou Office of KLM Royal Dutch Airlines. At present, the Xiaoshan International Airport has nearly 40 plane-times inbound and outbound every day, with fueling available on their arrivals.
