I. Enterprise Registration Process.

1. Enterprises submit application materials for registration;

2. Handling personnel carry out preliminary examination;

3. Section chief conducts re-examination;

4. Report to the Customs director for approval;

5. Issue the customs registration certificate and self-use supplies manual to enterprises;

6. Enterprises apply for enterprise codes;

7. Enterprises formally start business operation.


II. Materials required to be submitted when enterprises apply for registration:

(I) Chinese-invested enterprises

1. Business license for enterprise legal person (original and photocopy);

2. Photocopy of the articles of association of enterprises (with shareholders' signatures);

3. Enterprise legal person's identity certificate (photocopy);

4. Original and photocopy of bank account opening permit;

5. Enterprises' house purchase or lease contracts or land use certificates within the zone, and housing rental or sale registration (original and photocopy);

6. Enterprises' Customs registration application form (with official seal and corporate seal);

7. Original of capital verification report (attached with bank deposit receipt).

8. Other documents deemed as necessary by the Customs.


(II) Foreign-invested enterprises

1. The management board's reply, approval certificate, business license for enterprise legal person (original and photocopy);

2. Articles of association, contract (photocopy) (not applicable to individual proprietorship);

3. Enterprise legal person's identity certificate (photocopy) (if the legal representative is from foreign countries or Hong Kong, Macao and Taiwan, the letter of authorization and the photocopy of identity certificate of authorized manager in charge of main domestic business are also required);

4. Original and photocopy of bank account opening permit;

5. Enterprises' house purchase or lease contracts or land use certificates within the zone, and housing rental or sale registration (original and photocopy);

6. Enterprises' Customs registration application form (with official seal and corporate seal);

7. Other documents deemed as necessary by the Customs.


III. Materials required to be submitted when enterprises apply for registration of processing trade contracts:

1. Registration manual of processing trade;

2. Import contract or supplied material processing contract, made in duplicate;

3. For initial application, the photocopies of house rental agreement or land use certificate, property ownership certificate are required to be submitted, and field inspection by Customs officers’ is required to be performed ;

4. Other documents deemed as necessary by the Customs.


IV. Materials required to be submitted when enterprises apply for mid-term payment of unpaid tax on processing trade:

1. Application for tax supplement on domestic sale of finished products;

2. Unit consumption sheet of finished goods;

3. List of raw materials calculated based on finished goods;

4. Customs declaration form for import of raw materials into the bonded zone;

5. Contracts, invoices and packing lists for domestic sales;

6. Relevant evidence showing the goods for domestic sale meet regulatory requirements;

7. Documents for transporting domestically supplied materials to the bonded zone (except where the finished goods are wholly made by bonded and imported materials);

8. Schedule of manufacturing overhead amortized in finished goods (except where the finished goods are made by domestically supplied materials);

9. Other documents deemed as necessary by the Customs.


V. Materials required to be submitted when enterprises apply for verification and cancellation of Processing Trade Handbook :

1. Enterprises' verification and cancellation statement;

2. Handbook of Processing Trade;

3. Customs declaration form (affixed with the entry stamp) for bonded import of raw materials into the zone, and invoices, contracts and packing lists;

4. Customs declaration form (affixed with the exit stamp) for export of finished goods for re-sale, and invoices, contracts and packing lists;

5. Notice of mid-term collection of unpaid tax of finished goods, Customs declaration form, and tax bills;

6. Other necessary documents required by the Customs.
