At 5:45 a.m., October 7, when most people were still submerging themselves in the mode of restful holidays, Xu Wen and Yu Shenghua, Customs officers from the Express Control Section of Xiaoshan International Airport Customs House(affiliated to Hangzhou Customs District ), already finished their inspection over the direct export business of cross-border e-commerce enterprises and set about dealing with the business of express document examination and customs transit from post offices. During this National Day vacation, similar scenarios of working overtime for clearance could be seen at many ports in Zhejiang Province. Hangzhou Customs District, thinking about what the enterprises think about, continues to provide services of "clearance reservation" and "working overtime for clearance" to ensure import and export clearance as smooth as usual.
With the coming of Mid-Autumn Festival and National Day one after another, the transit capacity from cross-border e-commence at Xiaoshan Airport kept rising. "Our daily average transit capacity was steadily kept at 8 tons or so before, but in this vacation it was increased to 14 tons, with a workload greater than normal times." Considering that most flights for cross-border e-commerce imports and exports are late at night or before dawn, in order to ensure a smooth clearance of goods, Hangzhou Customs District has implemented the emergence plan in festivals and holidays and established an emergency team to enrich the frontline of supervision, providing an all-round guarantee for highly efficient clearance of cross-border e-commence and express companies while normalizing enterprises' declarations and strengthening control, thus realizing the goal of "effective control and fast clearance". Only on the very day of October 7th, Customs officers finished the clearance procedures for 12,700 declarations of cross-border e-commerce goods imported by flight.
At Zhapu Port, Jiaxing City, through data review, data input, declaration receipt, and release, Customs officers were carefully transacting the clearance procedures for a batch of imported wood pulp for a paper company. "If this batch of imported wood pulp can't arrive at the factory on schedule, our company will fall short of stock, and then the production line will be shut down, causing a big loss," said Hu Weiguo, Assistant Manager of the Supply Department of Zhejiang Jingxing Papermaking Co., Ltd., "The clearance reservation offered by the Customs has met our urgent needs."
At Banshengdong Wharf, Zhoushan City, Customs officers were transacting clearance procedures for a batch of fresh fish exported to South Korea. "This batch of fish, 32 tons with complete documents, can be released now. When will the next batch be exported probably?" Lin Zhenyuan, Customs officer of Zhoushan Customs House, asked about the enterprise's production plan so as to make preparations in advance while transacting the clearance procedures.
"During this National Day vacation, we had nearly 100 tons of live fish to export," said Zhang Weizhou from Ningbo Beilunyizhou Trading Co., Ltd., "Export of fresh products devotes is particular about speed: the faster clearance, the bigger guarantee for quality and profit. During the vacation, in Wenzhou, Huzhou, Yiwu, Fuyang, and Post Office, Hangzhou Customs District earnestly fulfilled its services commitments of "clearance reservation" and "working overtime for clearance". All business sites under its jurisdiction can receive applications for reservation so as to conduct clearance for foreign trade enterprises. At the same time, Customs officers with rich experience were assigned to provide a smooth and fast clearance environment for incoming and outgoing passengers with high quality and efficient services. According to incomplete statistics, during the vacation, all the business sites inspected and released totally 1.01 million tons of goods worth one billion yuan, 630 inbound and outbound flights, 1.141 million pieces of inbound and outbound express and mails, and 89,000 incoming and outgoing passengers.
