The Measures for Patterns and Ways of Wearing of Customs Rank Insignias, adopted at the 14th Executive Meeting of the State Council on July 8, 2003, is hereby promulgated and shall be effective as of the date of promulgation.

Measures for Patterns and Ways of Wearing of Customs Rank Insignias


(Adopted at the 14th Executive Meeting of the State Council on July 8, 2003, promulgated by Decree No. 384 of the State Council of the People’s Republic of China on July 15, 2003, and effective as of the date of promulgation)


Article 1 These Measures are formulated in accordance with the provisions of the Regulations of the People’s Republic of China on Customs Ranks.


Article 2 The Customs rank insignias that Customs personnel wear must be in conformity with the Customs ranks conferred on them.


Article 3 Customs rank insignias: the Customs rank insignias of the Customs Commissioner-General and the Deputy Customs Commissioner-General are composed of the Customs badge surrounded by an olive leaf and the pentacle stars with pentagon background; the Customs rank insignia of the Customs Commissioner is composed of an olive leaf, the pentacle stars and the Customs badge; the Customs rank insignias of the Customs Supervisor, the Customs Superintendent and the Customs Inspector are composed of bars, the pentacle stars and the Customs badge. The Customs rank insignias are gold-colored.


Article 4 The Customs rank insignias are adorned on the black sword-shaped shoulder loops, which are categorized as hard types and soft types.


When in uniformed jacket or overcoat, Customs personnel wear hard shoulder loops; when in uniformed short-sleeved shirt, uniformed long-sleeved shirt or inspection uniform, they wear soft shoulder loops.


Article 5 The Customs rank insignia of the Customs Commissioner-General is composed of the Customs badge surrounded by an olive leaf and three pentacle stars, and the Customs rank insignia of the Deputy Customs Commissioner-General is composed of the Customs badge surrounded by an olive leaf and two pentacle stars.


The Customs rank insignia of the Customs Commissioner is composed of an olive leaf and a Customs badge, with three pentacle stars for Customs Commissioner First Class, two pentacle stars for Customs Commissioner Second Class, and one pentacle star for Customs Commissioner Third Class.


The Customs rank insignia of the Customs Supervisor is composed of three bars and a Customs badge, with three pentacle stars for Customs Supervisor First Class, two pentacle stars for Customs Supervisor Second Class, and one pentacle star for Customs Supervisor Third Class.


The Customs rank insignia of the Customs Superintendent is composed of two bars and a Customs badge, with three pentacle stars for Customs Superintendent First Class, two pentacle stars for Customs Superintendent Second Class, and one pentacle star for Customs Superintendent Third Class.


The Customs rank insignia of the Customs Inspector is composed of one bar and a Customs badge, with three pentacle stars for Customs Inspector First Class, and two pentacle stars for Customs Inspector Second Class.


Article 6 Where Customs personnel are promoted or demoted, the approval authorities shall change their Customs rank insignias; where Customs ranks are deprived of or not reserved, the approval authorities shall withdraw the Customs rank insignias.


Article 7 The General Administration of Customs shall be responsible for making and managing the Customs rank insignias. No other unit or individual may make, copy, counterfeit, alter, trade in and use Customs rank insignias, or use signs that are similar to Customs rank insignias.


Article 8 These Measures shall be effective as of the date of promulgation.
