Shenyang Customs officers inspect goods carried by the CRE in a BMW Brilliance factory.
On March 20, Shenyang Customs officers inspected and released containers of imported automobile parts/components such as gearboxes and headlights in a factory of BMW Brilliance Automotive Ltd. These containers, dispatched from Regensburg of Germany, were carried by China Railway Express (CRE) into China via Manzhouli Port in the northeast of the country. After 20 days of railway transport, the goods were directly delivered to a BMW Brilliance Automotive factory.
The facilitation of CRE clearance by Shenyang Customs represents an example of how it has been supporting the “Belt and Road” Initiative with the aim of developing the Liaoning-Shenyang International Logistics Corridor. In order to improve the international business environment and promote the development of Shenyang Economic Zone and China-Germany Industrial Park, Shenyang Customs, by coordinating with the railway administration and entry-exit inspection and quarantine bureau, formulated a special clearance plan for the “Shenyang-Manzhouli-Europe” CRE train, helping local importers and exporters become more internationally competitive through cost reduction. Based on the enterprise credibility management system, the Customs provided tailor-made clearance plans and policy support for such key enterprises as BMW Brilliance Automotive Ltd. and SEW-EURODRIVE (Shenyang) Ltd. The Customs opened exclusive windows to provide services for the China-Germany Industrial Park and the CRE, and set up special hotlines to provide “one-stop” services for enterprises. Shenyang Customs also established “one-to-one” coordinator mechanism between the Customs and enterprises, as well as a WeChat group, a Chinese social media platform, to solve problems regarding customs clearance and control. Furthermore, the Customs carried out Customs-CIQ cooperation in terms of “joint declaration, joint inspection and joint release” so as to improve overall clearance efficiency.
According to Shenyang Customs statistics, over the year of 2017,the value of import and export between Shenyang City and other countries along the “Belt and Road” totaled RMB 19.74 billion, a year-on-year increase of 25.6%, with the export value of RMB 9.78 billion, up 11.3% and import value of RMB 9.96 billion, up 43.7%.
