In Xiamen Customs District, an import consignment including ADF receivers, declared by Xiamen Air Materials Company, was automatically cleared by customs system on the morning of November 7, marking the first SSTL import by air from the Netherlands to Xiamen. It took only 23 minutes to finish the clearance from declaration processing till cargo release. 

The SSTL means the Secure and Smart Trade Line Pilot Program between China and the EU, the world’s first in implementing WCO Framework of Standards to Secure and Facilitate Global Trade.

In order to ensure China-Netherlands SSTL air-transport, Xiamen Customs, by cooperating with Netherlands Customs, actively exchanged Xiamen-Amsterdam air-transport schedules, researched clearance issue under SSTL program, and invited Netherlandish customs experts to investigate in Xiamen. This September, Xiamen Customs and Netherlands Customs jointly confirmed 3 new air-routes between Xiamen and Amsterdam. Now, with 7 SSTL air-routes, Xiamen Customs has become China’s only one that enjoys airway, railway and seaway transportation on the SSTL basis.    

Chinese enterprise participants in the SSTL program, in principle, should be advanced certified enterprises recognized by China Customs and must have stable import/export business with the EU as well as stable trading partners in the EU. The participants can enjoy 4 facilitating measures: 1. Mutual recognition of customs control between importing and exporting countries; 2. Priority in clearance for SSTL marked goods; 3. Reduction of cargo inspection rate; 4. Fastest trade recovery after force majeure occurrence.

At present, 3 enterprises based at Xiamen Airport are certified participants in the SSTL program.
