For the mis-landed or over-landed inbound goods carried into China by the inbound means of transport, and unloaded at the customs-supervision zone or other places approved by customs, which have not been included into the manifest of imported cargoes and waybill for import declaration to customs, upon review and confirmation of the actual circumstance by customs, the person in charge of the means of transport carrying the goods applies for return to outside China to the customs within three months from the day when the goods are unloaded from the means of transport; or the consignee/consignor of the said goods goes through the formalities for return or import declaration with customs.
