Seven Customs districts located along the upper and middle reaches of the Yangtze River will join in the Customs Clearance Integration Program of the Yangtze River Economic Belt on December 1, said the General Administration of Customs. This indicates that nearly half of the national Customs operation can be processed under this new clearance model based on the concept that the 12 Customs districts in Yangtze River watershed are connected to be one.
The 5 Customs districts in Yangtze River Delta started to trial the integrated clearance model for the Yangtze River Economic Belt on September 22. By October 30, these 5 Customs Districts have received 3.544 million declarations sent through the integrated clearance operation system.
Mr. Zhang Guangzhi, the spokesman of the General Administration of Customs, said the change from 5 Customs Districts to 12 is not as simple as the adding of numbers, behind it is the problem of cross-Customs cooperation and coordination, which is the hardest part of regional clearance integration. So provisions shall be made for the much more complicated situations and more difficulties and these are what a detailed contingency plan shall be developed on, said Zhang.
It is noteworthy that the competent veterans of the 7 newcomers had taken part into the integration operation as early as September. They worked for problem solving in the emergency coordination center for Yangtze River Delta clearance integration, reviewed the pilot projects for Yangtze River Delta integration and looked into the complex operational issues, especially those which are related to cross-Customs and even cross-departmental cooperation and coordination; they also attended the talks held between Customs and business, trying to learn the true feelings of the enterprises and seek the suggestions and opinions from outsiders.
“We hope to help stakeholders get higher returns from the reform and we hope the reform can be more effective. The joining of an additional department means an additional share of support and the cooperative efforts from another department will add to the effectiveness of the reform”, said Mr. Zhang Guangzhi. The clearance integration reform is certainly not about Customs only, the General Administration of Customs has started to seek support from other relevant departments, said Zhang.
It is said that apart from the integrated clearance in Beijing-Tianjin-Hebei, which is in full implementation now, the land clearance model used in Guangdong Province will be integrated into the clearance integration reform program in Guangdong Province on December 1.
