Mr. Huang shengqiang Attends the 20th Meeting of Transportation Cooperation Sub-committee of China-Russia Prime Ministers’ Regular Meeting Committee

On August 3-5, Mr. Huang shengqiang, Head of the National Office of Port Administration of the General Administration of Customs, attended the 20th Meeting of Transportation Cooperation Sub-committee of China-Russia Prime Ministers’ Regular Meeting Committee in Irkutsk, Russia.

 

During the meeting, they valued the positive outcome in area of China-Russia cooperation on port management over the past year, called for further port opening level and collaboration between different tiers of management, strengthening connectivity building of cross-border infrastructure, further upgrading the traffic capacity and customs clearance efficiency at ports of cross-border area, and laying a solid foundation for effective linkage of the Silk Road Economic Belt and Euro-Asia Economic Union.

 

On behalf of the Port Working Group, Mr. Huang expressed the determination to drive forward implementation of the outcome and relevant resolutions of both the 19th and the 20th meetings of the Sub-committee.

 

He pointed out that both side should optimize the cooperation mechanism between cross-border port management agencies at local governments and emphasize coordination in order to effectively solve issues concerning customs clearance. The two sides should explore the infrastructure building for implementing the “one stop, two inspection” model and innovation of new customs clearance at road check points on Heixiazi Island by referencing the port management models of Shenzhen Bay, The two parties should conduct profound research on the impact of cross-border customs clearance brought by the implementation of Free Port policy in Vladivostok of Russia, adopt tailored approach such as progressively extend clearance work time to conditionally apply 24 hours operation system at the port, in response to the practical needs for the workforce of inspection against the increasing inward and outward passenger and cargo transportation.
