What Are the Customs Regulations on Adding Marine Fuels and Other Materials to International Navigation Ships?

For adding or unlading marine fuels and materials to or from such ships as well as allocating marine fuels, materials, supplies, public tobacco/liquor/food between the ships, the person in charge of such a ship shall prepare a materials list and submit it to the Customs for approval. The activities mentioned above shall be conducted under the supervision of the Customs. If the ship needs to handle sweepings and waste materials after unloading at the port, the person in charge of the ship shall apply to the Customs in writing, and the consignee shall entrust an entity having the power of management to go through the formalities with the Customs. 

Dunnage and ballasting materials declared for re-exit shall be shipped out of China within 6 months as of the date of their unlading; for the dunnage and ballasting materials which are not to re-exit, the consignee shall go through the import formalities with the Customs within 14 days as of the date of unlading.
