Guiyang Customs Clears Bonded Aviation-Fuel Supply at Airport

Guiyang Customs District formally confirmed the export bonded aviation-fuel depot at Guiyang Longdongbao International Airport on November 13, marking a big progress of the Customs in supporting the bonded fuel business of the Airport.

 

At present, Guiyang Longdongbao International Airport is the only first-class open airport in Guizhou Province. As air transportation is vital for Guizhou's opening-up, tourism and trade development, China’s “bonded aviation fuel policy” has brought new opportunities to Guizhou air-transport business. In accordance with the policy, the state will supply tax-free fuel (exempt from import duty and VAT) for external airlines’ planes flying on international routes. Compared with ordinary fuel, the bonded fuel is exempt from 13% VAT, saving about 1,000 yuan per ton. If the fuel consumption is 50 tons on single trip, 50,000-60,000 yuan in operating costs can be saved per flight.

 

Guiyang Customs has taken many measures to facilitate the bonded fuel clearance. The Customs earlier set a regular meeting mechanism with relevant agencies, making policy interpretations at the sites of firms especially on the issues of application entity, procedure and depot construction standards. Additionally, it enabled advance declaration, service reservation, international flight registration, fueling process control, etc. By using dynamic oil-gas monitoring system, it can real-timely grasp fuel storage data and flow status to secure the fuel supply.
