On October 12, Vice Minister Sun Yibiao met with Mr. Khandaev, Deputy Head of Federal Agency for the Development of the State Border Facilities of Russian Federation in Harbin. The two sides made an in-depth exchange of views and reached many consensus on such issues as promoting the implementation of port cooperation framework agreement, the opening of road borders of Heixiazi Island, partially opening border ports for citizens' self-driving travel, strengthening bilateral cooperation between administrations of local ports and synchronous constructions of certain ports.
