On May 24, Minister Yu Guangzhou of the General Administration of Customs of China (GACC) attended the 2016 Review Meeting between the GACC and the Hong Kong Customs in the Hong Kong SAR.
Both sides made a comprehensive evaluation on the cooperation between the Customs administrations of the Mainland and Hong kong, centering on six topics, namely, proactive implementation of relevant policies of the Central and the SAR governments to promote economic development; cooperation on facilitative measures for Customs clearance efficiency; strengthening of enforcement collaboration to safeguard trade order; enhancement of trade related cooperation to consolidate economic integration; promotion of AEO mutual recognition regime to upgrade regulatory effectiveness; strengthening of cooperation on international customs affairs to enhance right of speech. Meanwhile they deliberated on the cooperation plan for the year 2016-2018.
Minister Yu made a 4-point proposal of cooperation between the two sides. Firstly, both sides should strengthen effort to promote capacity building following the Belt and Road Strategy. Secondly, the two Customs should strengthen effort to advance good practices of cooperation. Thirdly, both sides should strengthen effort to optimize the cooperative regime. Fourthly, the two sides should strengthen effort to implement the items provided in the mutually agreed documents.
After the consultation meeting, Minister Yu and Mr. Roy Tang, Commissioner of Customs and Excise of Hong Kong, signed a Decision to revise the Mutual Recognition Arrangement on AEO Programmes between the GACC and the Hong Kong Customs, and the Cooperation Arrangement between the GACC and Hong Kong Customs on Rule of Origin for Those Transit Goods via Hong Kong in Compliance with the Free Trade Agreement. Both of them attended the launching ceremony of the Transit Goods’ Declaration System.
