Minister Yu Guangzhou and Vice Minister Sun Yibiao Meet with Secretary of U.S. Department of Homeland Security

On April 10, Minister Yu Guangzhou and Vice Minister Sun Yibiao met with Mr. Jeh Charles Johnson, Secretary of U.S. Department of Homeland Security at the General Administration of Customs of China in Beijing.

 

Minister Yu pointed out that both Customs ustoms should, by serving the overall interests of the building establishment of athe New new Model model of Majormajor-Country country Relationship relations between China and the United States, promote the 3M framework (i.e. mutual recognition of controls, mutual assistance of enforcement and mutual exchange of information) and make full use of the mechanisms of high level dialogues, bilateral cooperation and multi-lateral coordination so as to facilitate the bilateral trade.

 

Minister Yu put forward three proposals on furthering cooperation between the two Customsustoms. Firstly, to strengthen the China-US ministerial level cooperation. The General Administration of Customs of China and the U.S. Department of Homeland Security shallwill  continue their direct communication at the ministerial level, jointly participate the high level cooperation mechanisms between the two governments and negotiate totowards signing of cooperation documents of significant common interests such as the Joint Declaration Statement oon Global Supply Chain Security and Facilitation of the Global Supply Chain. Secondly, to strengthen cooperation on safeguarding thesupport for trade security and facilitation cooperation between China and the U.S.of bilateral trade. The two Customs ustoms shall will actively advance the cooperation of on Container Security Initiative (CSI) and implement the standing current cooperation agreements agreements following in accordance with the principles of equality and mutual benefits, and work together to amend the relevant cooperation documents such as Declaration of Principles Relating to Bilateral Customs Cooperation at Seaports to Enhance Security of Ocean-Going Containers between the General Administration of Customs of the People’s Republic of China and the United States Bureau of Customs and Border Protection, and step up the negotiations of on the technical matters, such as the expansionding the of CSI risk controlscope of targeting, including moreexpanding CSI to additional ports to the CSI and optimizing the inspection rate indicators. The two sides shall will push forward the efforts of stationending of China Customs’ CSI officers to the counterpart ports of the U.S., and and continue to advance cooperation on the C-TPAT joint validationsinspection of China-US Customs-Trade Partnership against Terrorist (C-TPAT) and mutual recognition of the Authorized Economic Operators ( AEO ), so as to provide the businesses with substantial facilitation and security and facilitation of the trade lanesupply chain. Thirdly, to strengthen Chins-US customs law enforcement cooperation. The two sides shall will promote the cooperation of on intellectual property rights (IPR) border protection by continuing the launch efforts of joint IPR enforcement operations of intellectual property rights, intensify the enforcement cooperation on combating the smuggling of drugssuspected concealing drugs, guns and ammunitions concealed in parcels, rare endangered species of wild animals fauna and plants flora and their products and carry out more technical cooperation such as personnel exchanges and training programs, and improve the quality of law enforcement by technical cooperation such as frequent officials exchanges and training.

 

Secretary Johnson agreed with the views of China CustomsMinister Yu. and He believed that it is necessary for both sides to strengthenthe two sides need to improve their high level dialogues and exchanges, that led toenhance mutual trust and understanding, push forward the signing of cooperation documents with great significancet cooperation documents, expand the CSI cooperation, advance law IPR enforcement cooperation on intellectual property rights protection and promote personnel exchanges and training, and make active contributions to a secured so as to guarantee the security of supply chain between the two countries.
