Recently in Qingdao Customs District, 21,200 tons of paper pulp from Canada was fast cleared by Huangdao Customs House and then warehoused at Qingdao Port in support of paper making by Shandong Sun Paper Industry Company. 

The fast clearance was attributable to the facilitation measures taken by Huangdao Customs House.

In early 2019, Qingdao Port reached a cooperation agreement with the world’s largest paper-pulp shipping corporation in order to make the port into north China’s largest paper-pulp import logistics center.

In support of the logistics project, Huangdao Customs House provides a package of facilitation solutions such as advance declaration processing, two-step declaration processing, lump-sum taxation, and online clearance in combination with “Intelligent Control” system applications such as “intelligent logistics” and “intelligent bulk cargos”. 

“The convenient measures including paperless manifest alteration, automatic release by intelligent checkpoint, and self-help inquiry of clearance and logistic statuses, have really enhanced our clearance efficiency by 20% at least and reduced our cost as well,” said Xu Zhiyun, Deputy General Manager of Qingdao Paper Pulp Logistics Company Ltd.

During the implementation process, Huangdao Customs House paid regular visits to relevant enterprises to help solve their problems. For January-to-November 2019, the Customs House cleared 6.28 million tons of import paper pulp, up 18% year-on-year, and accounting for 26% of the nationwide quantity.

According to the data of Shanghai Futures Exchange, Qingdao Port has become the largest paper-pulp import logistics center in north China as the stock of imported pulp futures makes up 77.5% of the nationwide quantity.
