On the basis of such favorable policies as Chinese Medicine Development Plan (2016-2020) under the “Belt and Road” Initiative, Chinese medicinal materials have been in better demand on the international market. According to Gongbei Customs statistics, from January to October, the exports of Chinese medicinal herbs via Zhongshan Customs House totaled 484 batches, 1164 tons and 49.56 million yuan worth, mainly for Vietnam, Malaysia and other countries/regions involved in the “Belt and Road”.
The importing countries/regions have different requirements on Chinese medicinal herbs with high risk of quarantine. Accordingly, Zhongshan Customs House took strict inspection and quarantine measures to help the export. The Customs technically guided the exporters for epidemic prevention in the process of herb drying, quarantine, packaging, storage and transport, so as to avoid being refused by the export destinations for pest infestation and, in accordance with specific requirements of the importers, it provided the exporters with official Phytosanitary Certificate, Fumigation/Disinfection Certificate, Irradiation Certificate, etc. to ensure smooth clearance at the countries of destination.
Zhongshan Jianhe Chinese Herbal Medicine Company Ltd., exporting medicinal herbs to Vietnam since 2018, declared the exports totaling 37 batches, 542.6 tons and 22.618 million yuan worth from January till October 2019.
“The Vietnamese side requires each batch of herbs to be accompanied by Phytosanitary Certificate and each certificate to be marked with scientific names of the plants involved,” said Li Ming, purchasing director of the Company. “Our exports involve many kinds of herbs, and the scientific name of each kind must be manually typed into the certificate by customs personnel. With great care and patience, customs personnel always take 2-3 hours to prepare standard Phytosanitary Certificate for each batch of herbs, helping us clear Vietnamese customs.”
