Recently, Huangpu Customs announced that it has cracked a large-scale red oil smuggling case, seizing 285,600 tons of red oil worth RMB1,916 million yuan and 14 criminal suspects. This case was investigated under GACC supervision.
In March 2015, Huangpu Customs started broad investigation in waterway and land-way smuggling of red oil as well as red oil discoloration and selling. On the morning of August 25, 2015, under the command of the General Administration of Customs and Guangdong Sub-Administration, Huangpu Customs, collaborating with other Customs districts and local Public Security organs, dispatched 33 vehicles, 6 coastguard vessels and 19 action groups to capture actions in Dongguan, Guangzhou, Shaoguan and Huizhou cities. Finally 39 suspects were seized and 2 oil-discoloring plants destroyed. Besides the onsite detention, the officers found out that most of the discolored oil had been transferred to an oil depot in Dongguan. Then the investigators rushed to the depot and fast controlled depot personnel and relevant documents. Through interrogation and comparison, it was confirmed that the smuggling gang headed by Chen and Yuan smuggled inward 285,600 tons of red oil, worth 1,916 million yuan, by transferring red oil from Hong Kong tankers to fishing boats, then to non-Customs-controlled areas in Dongguan, then to a plant for oil discoloration, and finally distributing the discolored oil to other places for sale.
Now, this case has been transferred to procuratorial organ for further investigation.
