The scope of transit goods contains:

1. Transit goods of foreign countries that have signed transit goods agreement with China or those received and delivered by foreign countries which have concluded railway through transport agreement with China, may be admitted for transit according to relevant agreements.

2. Transit goods of foreign countries that have not signed above agreements with China shall not be admitted for transit before they are approved by state authorities in charge of economy, trade and transportation and recorded by the Customs at the place of entry.
