Vice Minister Sun Yibiao Meets with Assistant Secretary of U.S. Department of Homeland Security

On April 10, Vice Minister Sun Yibiao held a bilateral talk with Mr. Allen Alan D. Bersion, Assistant Secretary of U.S. Department of Homeland Security (DHS) in Beijing.

 

The two sides had an in-depth exchange of views basing on the implementation of the consensus reached by China Customs Minister Yu Guangzhou of the General Administration of Customs of China and Mr.DHS Secretary Jeh Charles Johnson, Secretary of U.S. Department of Homeland Security, and focusing on the pragmatical advancemently promoting of China-U.S. Customs customs cooperation. With a view to promote the negotiation and signing of theimportant significant cooperation documents, the two sides will step up the negotiationworking-level discussions towards the agreementto finalize those documents, such as the Joint Statement On Global Supply Chain Security and Facilitation between the General Administration of Customs of China (GACC) and DHS, the Declaration of Principles between United States Department of Homeland Security, U.S. Customs and Border Protection and GACC Relating to Bilateral Customs Cooperation at Seaports to Enhance Security and its annex and promote to incorporate these documents as the deliverables of the meetings of both Presidents and the 7th round of China-U.S. Strategic and Economic Dialogue this year on such important documents and their appendixes as the Joint Declaration on Security and Facilitation of the Global Supply Chain and Declaration of Principles Relating to Bilateral Customs Cooperation at Seaports to Enhance Security of Ocean-Going Containers between the General Administration of Customs of the People’s Republic of China and the United States Bureau of Customs and Border Protection, which will serve as the results of this year’s meeting between heads of states of the two countries and China–U.S. Strategic and Economic Dialogue. Focusing on the key cooperation projectsgrams of common interests, the two sides had an in-depth exchange of views exchanged views deeply and reached consensus on many cooperation matters,aspects such as expanding Container Security Initiative (CSI) to more portsincluding more ports to China-US Container Security Initiative (CSI), raising increasing CSI inspection rate, advancing China-US joint verification of C-TPAT joint validations,and establishing developing Shanghai and Long Beach Customs twinning cooperation projectprogram, conducting inter-departmental investigation and information exchanges cooperation. In terms of technical exchanges in of risk management, the two sides agreed to promote the exchanges of experts, establish cooperation relationship between China Customs and the U.S. National Risk Targeting Center (NTC) and actively share experiences with each other.

 

Mr. Allen Alan D. Bersion agreed on with China Customs’ viewsVice Minister Sun. on cooperation and saidHe believed that the cooperation between the two Customs customs should could serve asbecome an example forof all the relationships between all agencies of the two cooperation between China and U.S. governments.
