The Extensive Credibility Database for Import & Export Enterprises (hereinafter referred to as the “Database”) went online on December 2, symbolizing that the idea of “mutual exchange of information, mutual recognition of controls and mutual assistance of enforcement” has been turned into reality for the first time by border agencies at the front of social credibility building.
The Extensive Credibility Database for Import & Export Enterprises is an important program listed in the Twelfth Five-year Plan for E-port. It is also a part of the Golden Customs Project (Stage Ⅱ). The construction of the program, which is led by the General Administration of Customs, is participated by such E-port Committee members as Ministry of Environmental Protection, Ministry of Transport, Ministry of Agriculture, State Administration of Taxation, the General Administration of Quality Supervision, Inspection and Quarantine, State Forestry Administration and Civil Aviation Administration. This database, which uses an individual import/export enterprise as a basic unit, will keep recording the credit situation of that enterprise in each of the participating departments and its law breaching activities ( for example, smuggling, regulation violations and intellectual property rights infringement),making real-time information sharing between different border agencies possible. Thanks to the input of details by 10 departments, at present, the database has 4.79 million collections of basic information, credibility information and law breaching information about 660,000 import & export enterprises that have a registration in valid period with the Customs.
The Outlines for the Construction of the Social Credibility System (2014-2020) issued lately by the State Council stipulates that efforts shall be made to speed up the building and the use of a credibility information system, to promote the cross-sectoral credibility information connectivity and the good access to the credibility information within one certain area, and to put in place a national credibility information exchanging and sharing mechanism. The document also specified that the 3 systems backed by the E-port management system shall be developed and improved, i.e. the system to assess the credibility of the import & export enterprises, the system to manage the import & export enterprises based on their credibility and the system for joint control and inspection. Against such a background, the Extensive Credibility Database for Import & Export Enterprises, which has ruled out the idea of information islands, has made possible the information sharing between the participating departments. By providing data and a platform, the Database has laid a foundation for joint law enforcement by different departments, greatly improving the control and service quality by the border agencies.
The Extensive Credibility Database for Import & Export Enterprises is now the information source for the joint control carried out by the border agencies. Next, more information resources will be put into the Database to bring benefits to more users. Also, to better meet the needs of different departments on managing and serving the enterprises in a more rational and effective way, data quality of the Database will be improved by introducing other outside confirm information and enhancing comparison and analysis backed by the big data technology,
According to Mr.Zhang Guangzhi, the spokesman of the
General Administration of Customs, the Customs shall do a good job on maintaining the Database and on information sharing. Customs officers shall also enhance the credibility management of the enterprises through using the Database, turning into practice the principle of “convenience to the compliant”.
