Shenyang Customs Upholds “Release First, Lab Test Later” for Imported Staple Resource Commodities

On November 14, when 83,000 tons of iron ore were delivered by a ship to the port of Jinzhou (in Liaoning Province), Customs officers released these import ore immediately after finishing mineral radioactivity detection, draft survey, and specimen collection at the bulk cargo wharf.   

  

Shenyang Customs District has, as per GACC requirements, been implementing a new mode called “release first, lab test later” over part of imported staple resource commodities. Traditional practice for ore inspection and quarantine includes 3 procedures -- “field inspection and quarantine”, “lab test”, and “comprehensive assessment and certification”, but the “release first, lab test later” mode allows the imported ores to first be picked up from Customs control venues on completion of their field inspection and quarantine and to go through lab test, comprehensive assessment and certification later. In the new mode, the importer can pick up their cargoes 6-13 days in advance and also reserve loading, unloading and logistic services as per shipping date and port operating time, so as to clear customs more efficiently.   

 

Since the adoption of “release first, lab test later”, Shenyang Customs has so far released totally 366,000 tons of import iron ore (in 5 batches), 20,000 tons of import manganese ore (in 5 batches), 11,000 tons of import lead ore (in 7 batches) and 28,000 tons of import zinc ore (in 8 batches).
