Urumqi Customs Intensifies Anti-Smuggling on Tobacco Products

Customs seizure of smuggled tobacco products
Since 2019, Urumqi Customs District has been deepening the co-governance with tobacco monopoly administrations against smuggling of tobacco products. According to statistics, from January till September, the Customs District handled 401 smuggling cases of tobacco, valued at 43.84 million yuan.
Khorgos Border Cooperation Center is a free trade area between China and Kazakhstan. Regarding tobacco smuggling across the Cooperation Center, Urumqi Customs applies an intelligent anti-smuggling mode to analyze case data models and grasp the smuggling trend as well as the smuggling chains involving goods pickup, clearance, delivery and sale. It is found out that the smuggling rings made individual passengers carry tobacco products inward and then distributed the smuggled products across the country by logistics or post.
This January, a special task force, jointly set up by GACC Anti-Smuggling Bureau, State Tobacco Monopoly Administration, Urumqi Customs Anti-Smuggling Bureau and Xinjiang Tobacco Monopoly Administration, captured 44 criminal suspects, seized over 10,000 cartons of smuggled e-cigarettes, verifying 111,000 cartons smuggled, and detained 2 vehicles and 1 package equipment involved in the smuggling in Beijing, Hebei, Zhejiang and Xinjiang provinces/region.
Additionally, with information sharing, Urumqi Customs and local tobacco administrations jointly set an Anti-Smuggling Office at the port of Khorgos, which researches cigarette supply, smuggling and sale channels to prevent the inflow of exported cigarettes and those made externally under franchise. This August, the Customs and tobacco administrations jointly banned 110 tobacco businesses for illegal sales in Khorgos, seizing 66 cartons of smuggled cigarettes.
