Crackdown on Smuggling – about Customs Anti-Smuggling Stories of 2013
[Chen Jianxin]: This year, the Customs will continue to crack down hard on smuggling activities. First, we will conduct accurate, precise and heavy blow on outstanding issues in major areas. As a matter of fact, GACC has already deployed and implemented a one-year special campaign named “Green Wind” against the smuggling of agricultural products in Customs districts nationwide. According to Article 155 of the existing Criminal Law of the People's Republic of China and Article 8 of the Implementing Regulations of the General Administration of China of the People's Republic of China on Administrative Penalty, it will be deemed as an indirect smuggling act if one purchases the goods or articles directly and illegally from the smugglers while knowing well that the goods or articles are imported by smuggling. If such an act constitutes a crime, criminal liability will be investigated according to provisions on smuggling crime; if such an act does not constitute a crime, administrative penalty may be imposes. 03/12/2014 15:52:36

However, some entities or individuals attempt to avoid customs supervision and tax payment while offering overseas purchasing services to seek illegal profits.
