China Customs 20 Measures to Support Steady Foreign-Trade Growth
[Netizen]: Dear guests, I’ve noticed that recently in many ports, some rules have been announced verbally to require plastic pellets with mixed colors or sizes to be treated as waste plastics. But there is no formal announcement, nor any buffer time. That makes importers with arrived or on-the-way cargos unprepared and even suffering great losses. Can you tell us the basis of your enforcement? How can you change polices so suddenly for no reason? 05/23/2014 10:34:29
[Miao Yuexue]: I’m sorry for that. Actually some Customs houses, enterprises and industry associations have already reported that problem to us. We are now coordinating with competent authorities in relevant industries and some associations to work on solutions to that problem. Meanwhile, I hope you can also report it to the local environment department so that we can work together to solve this problem. 05/23/2014 11:12:12
[Netizen: domestic sale]: May I know any supporting measure by the Customs to expand and stabilize import? 05/23/2014 9:35:05
[Li Kuiwen]: Among the 20 measures GACC made this time to support the steady growth of foreign trade, one measure is to actively support the expansion of import and stabilization of export. We will fully implement various preferential policies for import taxes and support imports of digital, intelligent and advanced technical equipment and key components. Besides, we will facilitate import and export clearance for fresh agricultural products and cultural products as supported by the state, and offer services like declaration in advance, centralized declaration, “7×24hs” reservation and so on. All these are aimed to save time in inspection and release. 05/23/2014 11:14:14
[Netizen]:I remember that Premier Li mentioned earlier to suspend the pilot project of the “Three Ones” cooperation. It seems we need more research on that. Will it be very difficult to implement the “Three Ones”? 05/23/2014 10:49:50
[Li Kuiwen]: That’s not the case. In fact, this time the cooperation between Customs and Bureau of Inspection and Quarantine in the “Three Ones” will no longer be confined to certain pilot sites, but promoted comprehensively in different parts of China. It will be implemented throughout the country within this year. 05/23/2014 11:15:33
[Netizen: export enterprise]:Is it possible for the Customs to lower the inspection rate? Our cargos are good at each inspection, but we are still frequently inspected. 05/23/2014 9:35:52
[Miao Yuexue]: Thanks for your question. In fact, the Customs have been working on enhancing the overall efficiency in inspection and saving time and fees for enterprises. We have different measures for that. First, we improve classified inspection and reduce the random examinations on those honest and law-abiding companies in AA category. Then we divide inspection tasks. For example, in principle, cargos imported or exported through the special customs controlled zone are transferred into the special zone for inspection. Thus we can reduce the burdens on ports and speed up clearance. At last, we will better coordinate with port staff and operators of supervision premises and comply with logistic principles, so as to reduce the impact of inspection on overall logistics. 05/23/2014 11:16:45
[Miao Yuexue]: Besides, GACC will work harder on developing and equipping of modern high-tech equipment for customs inspection, and use large container-inspection equipment to reduce the times of unpacking and unloading. Meanwhile, we are developing an individual operating system for mobile inspection, and will equip it to different ports to realize efficient mobile inspection and command and make manual inspection more efficient. 05/23/2014 11:17:37
[Netizen: Xiaobing]:Just now you mentioned that GACC is working on reduce burdens and improve efficiency, will you cut down some charges like inspection fees? 05/23/2014 9:37:26
