[Chen Xudong]: In June 2012, the Department of Processing Trade under the GACC comprehensively promoted the H2010 Management System for Transfer for Further Processing, and issued relevant operational requirements to all the Customs Districts for announcement to the public. Such requirements mainly involve: 1. enterprises involved in the transfer should declare electronic data including the Receipt and Delivery Sheet of Transfer of Bonded Goods for Further Processing or the Return Sheet of Transfer of Bonded Goods for Further Processing (hereinafter referred to as “Return Sheet”) to the Customs via the pre-entry system within 10 days upon the actual receipt and delivery of each batch of goods respectively. Where the abovementioned data cannot be declared within the specified time limit due to technical reasons, upon the approval of local competent Customs, the time limit may be extended appropriately by 20 days at maximum. Such data on receipt and delivery of goods declared by enterprises involved in the transfer are automatically registered by the system for the relevant transfer. 2. Enterprises involved in the transfer should handle the declaration formalities concerning the batch of goods before the end of the month immediately following the month when actual receipt and delivery of goods occur, within the validity of the handbook (including networked supervision e-account books, electronic handbook and paper handbook) or expiration date of verification and cancellation.
[Netizen: Wang You]: According to Announcement No.21, no administrative licensing formalities are required to be handled as required by the Administrative Licensing Law of the People’s Republic of China for business covering processing trade registration (change), outward processing, and transfer for further processing, transfer of excess materials, verification and cancellation, abandonment of examination and approval. So, does it mean that for those matters mentioned, as long as the enterprises submitted the information according to the provisions, the Customs should accept such information? [Chen Xudong]: The cancellation of those 6 items previously subject to administrative examination and approval related to processing trade should not be regarded as “a change in form” simply. In addition to the changes in choice of words, the Customs will further implement the in-process and ex post supervision instead of the prior examination and approval in various services involved in the processing trade. For instance, the prior examination and approval procedures have been directly cancelled for outward processing services, allowing enterprises to deliver the goods first and register later, and accordingly cancelled the item of levying guarantee deposit for non-local outward processing services. 04/03/2014 15:48:29
