This means that customs declaration will become an open occupation in which no access condition including entrance examination and entry test will be set. [Qiu Yueling]: To reissue and replace qualification certificate of customs declarers is the follow-up management work under the former administrative licensing for examination and approval of qualification of customs declarers. After the cancellation of review and approval of customs declarer’s qualification, the Customs will not reissue and replace qualification certificates of customs declarers that were approved and issued in the past. [Qiu Yueling]: Although the Customs do not implement qualification exam and set up access conditions for employment of customs declarers after canceling the “examination and approval of customs declarer’s qualifications”, it does not mean that the Customs give up administration of customs declarers. After the reform, the Customs will directly record errors in customs declaration made by customs declarers as the errors made by their customs brokers, and determine management measures according to the error rate in customs declaration, take measures such as controlling risks, increasing inspections and lowering management class for enterprises with high error rate as the case might be, urge and supervise customs brokers to complete the inner control system, enhance the management of employed customs declarers, and implement the management concept of “enterprise-based” and “from enterprises to employees”. 04/03/2014 15:18:15
