Customs implement “list management” for existing items subject to administrative examination and approval and have announced the list of those items.

For specific contents, please click on the column of government information publicity on this website. As there are various types of customs services, it's difficult to completely unify the handling times required by different services. [Chen Xudong]: The reform on administrative approval system related to processing trade conducted by the Customs has indeed caused wider controversy among all sectors of society. After revision and issuing of related customs regulations, some processing trade companies misunderstand that processing trade policies will be adjusted largely, and then call for consultation in succession. Here, I will explain this for you. During this reform of administrative examination and approval, the core content is to optimize supervision process and management method by means of information resources, and eventually improve customs supervision efficiency, manage in a “correct, efficient and good manner”, and make all enterprises and individuals under customs services feel that they “go through customs quickly”. 04/03/2014 15:13:34

[Chen Xudong]: Based on features of bonded processing trade goods, the Customs apply chain-type process management to processing trade goods, that is, registration—import—processing—export—verification and cancellation. [Chen Xudong]: This reform of administrative examination and approval for customs processing trade is mainly to cancel administrative examination and approval procedures and related legal documents. Customs will conduct management in accordance with general business process. Wherein, for the business of registration and verification and cancellation, the Customs are exploring and creating new management mode by means of information technology and risk identification. In other words, by using systematic functions such as loading parameters and setting channel identification, the Customs achieve intensified, smart and automated operation with “automatic clearance plus necessary manual intervention”, so as to further improve the efficiency of customs supervision over processing trade and facilitate enterprises to do relevant business. [Chen Xudong]: At present, the Department of Processing Trade and Customs Bonded Operation has conducted pilot programs in Huangpu Customs House and several other Customs houses, set up review and identification channels in red, yellow and green, and will gradually achieve e-clearance without manual interventions for the green channel with low-risk handbook. Wherein, the time for filing and changing a low-risk handbook will be shortened from original 2-3 days on average to 3-5 minutes, to further simplify handling procedures, cut down the time and improve efficiency. 04/03/2014 15:15:28
