[Chen Xudong]: Objectively speaking, if we still follow the ideas in the past, the streamlining of administration and power delegation will increase the risk in management to some extent. In the reform we carried in some fields in the past, “administration leads to the loss of vitality and power delegation causes the chaos”. However, the power delegation in this reform is different. Based on changes in concepts and ideas, it is aimed at managing effectively the things that should be under control via reform on the management modes and innovation in management methods. 04/03/2014 14:39:43
[Wang Hua]: You just mentioned that a total of 7 items previously subject to administrative examination and approval are canceled or delegated to the lower levels by the Customs through the reform in the relevant regard. It’s a big movement. So what are the 7 items exactly? Can you tell something about it? 04/03/2014 14:40:10
[Chen Xudong]: Ok. GACC canceled 4 items, including “examination and approval of qualification for declarer”, “processing trade registration (change), outward processing, transfer for further processing, transfer of excess materials, verification and cancellation, and abandonment of checking and approval”, “modification to Customs Declaration Form and revocation of examination and approval”, and “examination and approval of direct return of inbound goods"; and delegated 3 items: “examination and approval for duty deduction or exemption and import taxes levied by the Customs on behalf of other government authorities”, “examination and approval for deduction or exemption of the delayed declaration fee on the imported goods”, and “examination and approval for deferred payment of duties and import taxes levied by the Customs on behalf of other government authorities”. [Chen Xudong]: It’s worth noting that the cancellation and delegation of above-mentioned items is subject to the revision and adjustment to related customs laws and regulations. To this end, the Standing Committee of the National People’s Congress and the State Council has revised the Customs Law of the People's Republic of China and the Regulations of the People's Republic of China on Import and Export Duties. Meanwhile, GACC has revised 23 customs regulations relating to the reform on the administrative approval system. Among them, 4 are subject to a complete overhaul and republication, such as the Measures of the Customs of the People's Republic of China for the Control over Goods for Processing Trade and the Provisions of the Customs of the People’s Republic of China for the Administration of Registration of Declaration Entities; 15 are amended partially and re-published in a centralized manner, such as the Administrative Provisions of the Customs of the People's Republic of China on Declaration for the Import and Export of Goods and the Administrative Measures of the Customs of the People’s Republic of China for Tax Levy on Imported and Exported Goods; 4 are abolished, such as the Measures of the General Administration of Customs of the People’s Republic of China for the Administration of Examination of Customs Declarer Qualifications and Qualification Certificates and the Administrative Measures of the General Administration of Customs of the People’s Republic of China for Declarer Score Evaluation. Those amended regulations have been promulgated and taken effect. 04/03/2014 14:45:55

[Chen Xudong]: The reform on customs administrative examination and approval system is a systematic project. To advance this work in an orderly manner and to achieve actual effect, the Customs have done the following work: 04/03/2014 14:47:07
[Chen Xudong]: First, we have exerted a lot of efforts to organize and check administrative items requiring examination and approval in respects of customs law enforcement and business management. We proposed opinions of abolishment, delegation and retention after careful study, developed the schedule and roadmap for abolishing and delegating the items previously subject to examination and approval from 2013 to 2015, specified the tasks and deadlines, and made specific arrangements for each year and each stage. 04/03/2014 14:47:25
[Chen Xudong]: Second, we have actively promoted the modification and adjustment to relevant laws and regulations. We assisted the Standing Committee of the National People’s Congress and the Legislative Affairs Office of the State Council in revising the Customs Law of the People's Republic of China and the Regulations of the People's Republic of China on Import and Export Duties, made intensive revisions to 23 Customs regulations, and consolidated the reform achievements with legislative methods. 04/03/2014 14:48:01
