[Wu Yirong]: Hengqin Bridge is the only passageway linking Hengqin and the mainland now and it is also called as “the second-line passageway”. The Customs set up red channels and green channels at the second line, whichfully reflects the principle of “separation of people and goods and classification management”. Types of goods, people and vehicles to be declared or no to be declared are specified expressly in the Regulatory Measures of the Customs of the People’s Republic of China on Hengqin New Area (on Trial) (GACC Decree No.209). Specifically, Goods with bond, tax reduction or exemption and tax refund within Hengqin to be sold outside the New Area and goods from the inland with import tax refund to be sold in Hengqin, should enter and exit Hengqin via the red channel. Other goods, irrelevant people and vehicles enter and exit Hengqin through the green channel, while the customs may conduct random checks. [Wu Yirong]: According to regulations, goods related to production enter Hengqin from overseas and they are granted with duty exemption or bond. Consumer goods, imported goods for commercial real estate development projects and goods not to be bonded or duty-free as stated clearly in laws, administrative rules and regulations are excluded. If enterprises in Hengqin sell duty-free and bonded goods (including goods produced out of duty-free and bonded materials) to individuals, they are required to make up corresponding import duties and taxes according to regulations. It can be understood in this way: goods related to production are entitled to bonded and duty exemption preferential policies and corresponding import duties and taxes should be made up for sales of the products to individuals within the New Area. [Zhou Xiaolei]: According to regulations, enterprises and institutions engaging in import and export business, access to policies of bond, tax reduction and exemption and tax refund after entry into the New Area, and engaging in relevant warehouse logistics and customs declaration business, should complete registration formalities with the Customs. Enterprises should make accounting books and statements in compliance with customs supervision requirements as required by laws and they should also be subject to customs examination. Enterprises should establish the computer management system in compliance with the customs supervision requirements and conduct computer networking and electronic data exchange with the Customs. [Xiong Zhenguo]: The extension line project for the Guangzhou-Zhuhai Intercity MRT has been approved by the state. The construction for Gongbei, Zhuhai to Hengqin section at the first phase started in January 2014. In 2013.At the Guangdong and Macao cooperation joint conference, governments of Guangdong Province and Macao SAR signed a cooperation agreement and planned to undertake seamless transfer between Macao light rail and the extension line of Guangzhou-Zhuhai Intercity MRT at Hengqin Port. Now both parties are working on the specific construction plan and the Customs will cooperate actively with departments concerned to implement the subsequent work. 03/21/2014 11:00:55

First I would like to say that the operation and the infrastructure construction for line-based managed are closely related. Now the construction of the second-line passageway for second-line management in Hengqin has completed. After the National Development and Reform Commission arranges for relevant departments to inspect and accept the line management facilities in Hengqin, the relevant operation will start officially. Gongbei Customs will cooperate actively in relevant work for an early start of the operation in Hengqin New area, and strive to implement relevant policies and measures as soon as possible.
