In order to implement the requirements of the State Council on streamlining administration and delegating more power to the lower levels, the Customs canceled the verification and approval of qualification for declarers, and will not set up any threshold and access conditions for customs declaration practitioners, and no longer organize the qualification examination for declarers from 2014 onwards. At present, the Administrative Measures of the Customs for the Practice of Declarers is under revision and is expected to be released soon. The date of approval marks its successful upgrading.
