[Liu Weiwei]: Thanks for your attention to the Customs’ work of suppressing smuggling and the details of the case are as follows: On April 29, the Bureau of Anti-Smuggling of Jinan Customs District and Shenzhen Customs took joint action, captured a criminal suspect of arms and ammunition smuggling in Laiwu City, and searched out a suspected air rifle, an air pistol, 1 suspected gunshot speedometer, 1 telescopic device, and a bottle inflatable device at his house. After preliminary investigation, we found that the suspect was introduced to contact firearms seller in Taiwan in February 2014 via the Internet and smuggled 3,500 imported lead bullets and a suspected air rifle through express delivery by using a false item name. [Liu Weiwei]: Well, the Customs’ classified management over enterprises is one of measures to encourage enterprises’ compliance with the law and self-discipline to improve the Customs’ management efficiency, and guarantee the security and convenience of import and export trade. Any lawfully operating enterprise may apply to the local competent Customs on the strength of the relevant materials in accordance with the relevant provisions of GACC, and the local competent Customs will examine and approve the application according to the relevant operating procedures. An enterprise that applies for falling into Grade A management shall satisfy the following requirements simultaneously: I. having been subject to Grade B management for one year or more; II. having never committed the crime of smuggling and the act of smuggling, and having never violated the provisions on customs supervision for one consecutive year; III. having never been subject to any customs administrative penalties for import or export of goods infringing intellectual property rights (IPR) for one consecutive year; IV. having no defaulted taxes or fines for one consecutive year; V. having the gross import or export value of USD500, 000 or above in the previous year; VI. having the error rate of import and export declaration below 5% in the previous year; VII. having sound accounting systems, as well as truthful and complete business records; VIII. taking the initiative in cooperation with customs administration, timely going through various customs formalities, and providing truthful, complete and valid documents and certificates for the Customs; IX. submitting a Report on Evaluation of Business Operation and Management Status every year; X. going through the formalities for reissuing and altering the registration certificate in accordance with the relevant provisions; XI. having no bad records with the administrative departments and agencies of commerce, people's bank, industry and commerce, taxation, quality inspection, foreign exchange and supervision for one consecutive year. 05/09/2014 11:58:39
