Does this mean that an enterprise makes declaration with the local Customs house and its goods will be released by the port? It will bring much convenience to enterprises. However, the inspection rate for goods under declaration was low at the port in the past as only a few of consignments were inspected, while the inspection rate is much higher after we declare to local customs. Our company manufactures a product for export, and sometimes is subject to several inspections in succession. According to GACC Announcement No. 28 in 2014, from May 1, 2014, the model of “local declaration and release” can be applied to imported and exported goods of operating entity under Grade A Customs management or above and the declarer unit under Grade B Customs management or above; for goods free of inspection, the enterprise can go through the customs clearance formalities for declaration of electronic data and release of goods by declaration form directly with the local Customs house. With regard to the issue of the inspection rate, our Customs take measures such as classified inspection and separation of inspection and verification, so as to facilitate the clearance by enterprises with good credit standing, and further improve the inspection efficiency. Grade AA enterprises will be subject to low rate of random inspection, and follow-up supervision will be conducted on them in approaches of inspection and verification. [Liu Weiwei]: Well, in order to implement the requirements of the State Council on streamlining administration and delegating power to the lower levels, the Customs have canceled the approval for qualification of declarers and released the threshold and access conditions for customs declaration practitioners, and no longer organize examination for their qualification since 2014. At present, the Administrative Measures of the Customs for the Practice of Declarers are being further revised and are expected to be introduced soon. [Liu Weiwei]: According to Announcement No. 28 of the GACC in 2014, since May 1, 2014, the category of the customs management over an operating unit has been Category A and the import and export goods of a declarer unit whose customs management category is Category B or above may be subject to the “declaration at hometown and release at port” pattern in accordance with provisions in the Announcement of the General Administration of Customs on Comprehensively Deepening the Reform of Regional Customs Clearance Business, so enterprises applying for customs clearance can enjoy the same convenience as that in port.
