[Liu Weiwei]: Yes, we pooled all the manpower and material resources in preparation for more than one year to achieve successful handover of business. On January 1, 2014, the code 4300 of Jinan Customs District was put into formal use and the 25,751 enterprises registered under jurisdiction of Jinan Customs District have completed the handover. This marks the overall completion of business handover in Jinan Customs District. That is, various businesses related to the customs clearance supervision, processing trade, tax reduction and exemption in Jinan Customs District have been split off from Qingdao Customs District, and Jinan Customs District, the youngest customs district directly under GACC, has started operating various businesses independently. 05/09/2014 10:45:21

[Liu Weiwei]: The business handover is successful as a whole, and we have basically achieved the given objectives of orderly and efficient customs clearance and no decrease in enterprise satisfaction degree during the course. The business handover will benefit export and import enterprises within the area under jurisdiction for a long time. 05/09/2014 10:46:39
[Liu Weiwei]: Of course, we have also met some new challenges in the course. For example, upon completion of the business handover at the beginning of the year, there was a decline in the rate of paperless customs clearance in Jinan Customs District. But I believe these problems will be gradually solved as we carry out further reform. 05/09/2014 10:47:07

[Liu Weiwei]: It’s mainly due to the changes in customs clearance model. After the business handover, for most Customs Declaration Forms in Jinan Customs District, the customs clearance model changed from “multipoint customs clearance” model within Qingdao Customs District into regional clearance model. However, under the regional clearance model, only Customs Declaration Forms for “local declaration and release” related to Grade AA enterprises could be submitted in paperless form, while e-declaration was not available to Grades A and B enterprises. And there was no paperless clearance operation for Customs Declaration Forms of direct export and import within customs district. As a result, the rate of paperless clearance dropped. 05/09/2014 10:48:03

[Liu Weiwei]: Our Party Leadership Group has paid much attention to this issue, developed and taken measures such as expanding the area for the pilot program and promoting the paperless reform on the site of air transportation for solutions. In April, there’s some increase in the rate of the paperless clearance in the customs district. 05/09/2014 10:48:42
[Liu Weiwei]: According to the Notice of Expanding the Applicable Scope of “Local Declaration and Release” Clearance Model issued by GACC recently, the said clearance model has been applied to Grade A since May 1, 2014. It’s expected that the rate of paperless clearance will be on the rise in the coming future, and the paperless rate for the whole year may reach around 45%. 05/09/2014 10:49:10
