[Liu Weiwei]: We have two Comprehensive Free Trade Zones in Jinan and Weifang respectively and two bonded logistics centers in Zibo and Binzhou respectively. Since we started the business reform of “one review for two Customs Declaration Forms” on July 17, 2013, as more enterprises have joined in the reform, the effect of “alleviating burdens and raising efficiency” is on the increase. It’s expected that the number of Customs Declaration Forms to be reviewed and released in the future will reduce by more than 40%, saving more than 50,000 pieces of paper. 05/09/2014 11:05:14
[Wang Hua]: In this way, enterprises have saved some trouble and money. Ms. Liu, I noticed that you just mentioned among a series of measures the pilot program of “supervision package” business. Could you tell something about it? 05/09/2014 11:05:40
[Liu Weiwei]: The “supervision package” business is the reform for logistics of shipping parcels for import and export. To put it simple, for export and import of shipping parcels, the Customs will change the object under supervision from traditional vehicle, that is, customs supervision vehicle, to present independent supervision package. 05/09/2014 11:06:07
[Liu Weiwei]: As long as the supervision package and customs seal on it are intact without any damage between two places where Customs are established, we can confirm that the goods in the supervision package on the way are safe and there is no need in renting supervision vehicles to load goods. This has completely changed the situation that all the imported and exported goods regardless of their sizes have to be transported by rented supervision vehicles and sometimes a vehicle with full container load (FCL) is just loaded with a few kilograms of goods. So we have avoided the waste in transportation capacity and given more benefits to enterprises. 05/09/2014 11:06:17
[Liu Weiwei]: We first started the pilot program in Jinan Comprehensive Free Trade Zone and Jinan International Airport on August 1 last year. According to statistics, a relevant enterprise can save nearly 60% of logistics costs for every consignment of goods. 05/09/2014 11:07:16

[Liu Weiwei]: Jinan City highly valued the growth of exhibition economy. Jinan Customs work hard on exhibition economy to help boost the development of local open economy. In 2013, Jinan City saw the holding of 156 exhibitions with a trade volume of RMB 132 billion. As there are more and more international fairs and major events, the Customs take more responsibilities and are under great pressure. 05/09/2014 11:07:51
[Liu Weiwei]: Take the “10th China Art Festival” in Jinan last year for example. Only for “European and American Classic Art Exhibition”, we inspected and released 9 batches of 221 international famous paintings of da Vinci, Picasso, etc. worthy of more than RMB500 million. Just the value of the self-portrait of Leonardo da Vinci surpasses RMB100 million. 05/09/2014 11:08:09
[Liu Weiwei]: To ensure the smooth clearance of this batch of international famous paintings, we specially opened a green channel, adopted the “combined customs clearance” model with “ATA document and bank guarantee” to simplify the formalities for customs clearance, and greatly reduced use-cost of cash deposit of enterprises. During the event, we sent personnel to inspect and verify the goods at the museum to reduce the risk in supervision, and continuously implemented on-site inspection to ensure the safety of exhibits. 05/09/2014 11:08:57
[Liu Weiwei]: This year, we assisted Shandong Art Museum in staging the exhibition of Zhang Daqian’s paintings and calligraphy, and handled the clearance formalities for 68 works valuing about RMB210 million. 05/09/2014 11:09:23
